Carina C. Llagas is a Palawan-born, self-motivated, meticulous and licensed Electrical Engineer with over 28 years of experience managing projects. A former member of the academe for 8 years teaching Electrical Engineering subjects, and a Soccer team coach; she started her actual career as an Electrical Engineer in 1994 and after completing all relevant training and certifications in 1996, started Carina Electrical Construction and Supply. Since this time Carina has gone from managing small to much larger and more complex contracts for CARINA which she manages and runs to this day. She is energy, electricity, system, precision, and excellence personified.

Ret Major Ramir L. Llagas is the Assistant General Manager and Project Manager. A graduate of Civil Engineering, his extensive and relevant work experiences as Squadron Commander of the 357th Supply Support Squadron of the 355th Aviation Wing, Director for Materiel/ Logistics 355th Aviation Engineering Wing, and Squadron Commander of Base Engineering Squadron of the 570th Composite Tactical Wing of the Philippine Air force contributes to the strong competence of the company in project management and personnel administration. His acumen for excellence and integrity gives CARINA the edge of fulfilling critical, highly secured, and reliable and timely project completion and installation even in far-flung areas.

Carlito joined CARINA in 2008 as Tecnical and Engineering Manager. He applies his vast working experience to project management and oversight of large contracts. He started his career in the DOTC, after earning his Electronics and Communication Degree in 1989. He has over 30 years of experience in Telecommunications working for Telcos in the United States of America, Sweden, Canada, Latin America, Africa, Australia, Iran, Egypt, and Riyadh, Kingdom of Saudi Arabia.
Cielito H. Cruz, RCE, REE, RGE
Technical Consultant
Cielito H. Cruz, RCE, REE, RGE is the Technical consultantof CARINA whose expertise is manifested in infrastructure projects like buildings, hospitals, telecom facilities and towers, and survey of the different project sites and properties. He is graduated Magna cum Laude in BS Civil/Geodetic and Electrical Engineering in 85/87 from Feati university, and holds a Master in Engineering Degree major in Structural Engineering from Pamantasan ng Lungsod ng Maynila.

A registered Electronics and Communications Engineer and CARINA’s senior Engineer who has extensive experience in project management , project control and coordination, OSP and CW implementation . Having worked with several international projects of Huawei as CME program control manager, added to his stints in Smart Communications & Venture Communications, Kenya, CHROMATE Taiwan, these work experiences of Wimble add to versatility and competence of CARINA to engage in many of its Telecommunication ventures.
Engr. Leonora Gutierrez Pardo

Leonora Gutierrez is a highly competent Electronics and Communications Engineer with extensive knowledge and experience in project development, site acquisition, rollout, implementation monitoring, logistics and procurement, close-out and turnover, people management, and quality assurance. Her technical expertise in Tower, power and communications provide CECS with a highly reliable guided direction in its telecommunication projects.
A daughter of Bataan, Leonor is a woman of grit, determination, and intellect, allowing her to be a living tetimony of technical girl power. CECS actively subscribes to excellence, gender, and equality in the workplace.
